Three Mile Island Nuclear Station, Unit 2 (M-2)

Operating License No. DPR-73 Docket No. 50-320 Organization Plan, Revision No. 7 A proposed revision to the Organization Plan for M -2 is attached. We organization charts have been changed to show a realignment of the functions reporting to the Recovery Operations Section. L e reorganization of the M -2 Division is being made to increase efficiency and streamline the organization of the M -2 Recovery Programs Department. Attachment 1 describes the changes to be made to the various organization ccruponents.

NRC approval is requested with an implementation date which is effective upon receiving approval. Note that Organization Plan, Revision No. 6, Amendment 2, dated February 22, 1983, is also pending NRC approval. Wis revision proposed changes in the M-2 Licensing and Nuclear Safety Department. he attached organization chart does not reflect these proposed changes. Depending on the timing of NRC approval of these two sets of proposed changes, an appropriate update to the or;anization chart should be included in the M-2 Organization Plan u)nen issued.

4410-83-L-0114 DESCRIPTION OF CHANGES Recovery Programs When the Recovery Programs organization was established in 1982, via Organization Plan, Revision 5, the assessment was made that the Reactor Disassably and Defueling effort was of sufficient magnitude that it warranted a separate section status within the Recovery Programs Department. However, since the establishment of the Reactor Disassably and Defueling Section, it has become evident that separation of the two operationally-oriented sections within the Recovery Programs Department, i.e., Recovery Operations and Reactor Disassenbly and Defueling, is less efficient than desired. The split responsibilities result in complicating logistics planning, coordination efforts, and interface relationships, all of which lead to less than optinun efficiency. Therefore, the Reactor Disassably and Defueling Section has been incorporated as a subsection of the Recovery Operations Section. It is expected that this alteration will inprove the efficiency of recovery efforts by reducing the nteber of interfaces, centralization of logistics responsibilities, and integration of in-contairment activities planning.

Amenchent Class (10 CFR 170)

The licensee has determined that the proposed revision to the Organization Plan for TMI-2 involves an adninistrative change and does not have safety significance; therefore, the change constitutes a Class II License Amendment (per 10 CFR 170.22). A-fee of $1,200.00 is applicable, therefore, enclosed is a check in that amount.
