ENCLOSURE UNC ENVIRONMENTAL QUESTIONS 1.
Please provide a map or sketch of the plant and surrounding environs, showing:
a.
All effluent.and environmental air monitoring locations b.
The location of all onsite and offsite monitoring wells, including t
residental wells.
c.
The sampling locations for N0 m nitoring x
d.
Surface water sampling locations
[
Please summarize in tabular form, the above effluent and environmental monitoring, program including the following information:
^
(1) sample medium (air, water, etc.)
(2) number of sampling points or stations
~
(3) collection frequency ~
~
~
(4) analysis frequency
~
(5) type of analysis (parameter)
(6) detection limit (7) action levels (if any) 2.
With reference to the Environmental Infor'mation (EI) dated January 26, 1983, p 21, section 3.1, please provide Eir flow rates and type of discharge
.(vertical," horizontal, etc.) and the internal diameter for all exhaust stacks.
Also please identify these stacks on a top plan of the building and include nominal discharge heights for these stacks.
3.
Please provide a figure indicating the locations of all onsite and offsite monitoring wells relative to:
the present plant facilities, the cooling ponds, storm drainage (include overland flowpath), ephemeral streams, gravel pits, marshes,. and dredge spoil.
t 4.
Figures 2 and 3 of the EI do not provide an adequate description of the applicant's property or the location of the plant within the site, particularly, the relationship of the site and the plant with the Thames
~
River, Trading Cove, highway and rail access.
Please provide a better

illustration.
Please provide information en the general land use in the surrounding area within a 1 to 2 mile radius from the plant and all residences within a 1 mile radius from the plant.
5.
Please provide, in conjunction with question No. 3.
For monitoring wells the elevation and total depth (referencsd to a.
MSL) and indicate if it is cased and/or screened.
b.
A description of the sampling procedure for monitoring wells.
c.
A description of the rational for monitoring well locations and well depths.
e.
An es'timate of the fraction of a year that overland flow from the storm drain reaches the Thames River.
f.
If possible, provide an estimate of the_ frequency of flow in the ephemeral streams and how often such surface flow may reach the Thames River.
2
g.
A list of the contributors to each site drain.
6.
Please provide a recent potentiometric map of the site.
Indicate the location of the wells used to construct this map.
If the present location of the salt water intrusion is known, please discuss.

Please discuss the status of your NPDES permit and the sewage discharge permit from the State of Connecticut.
Please include all correspondences between UNC and the State concerning the above permits.
- 10. Where are the chemical storage facilities located?
In the event of an accidental spill, what methods would be used to prevent the possible contamination of groundwater.

For each material or class of materials listed in-Table 6 add to the table the amount di'scharged to the atmosphere.
Some materiels mentioned in EI Section 3.3.1.d are not included in Tcble 6.
Please include

12.
In EI, Section 4.2.1.b (Gaseous Effluents), the first-two paragraphs mention release rates and average concentrations in three places.
Are these averages for a daily 24-hour period?
- 13. What chemi'cals and concentrations are contained in the " spent chemicals" released? Provide 1980-82 data on liquid waste streams released to the septic system and site drainage to the Thames River.

14.
Please characterize the biota of any onsite waterbodies and Trading Cove, and the Thames River (species composition and densities; fish, invertebrates, plants) at a point above influence by the site and downstream of discharge or potential groundwater input from the s~Ite.
l 15.
Please provide monitoring data (1980-82) for outflow from the site drain to Trading Cove and the Thames River and for the upstream sampling stations for t
these sites.
t 16.
EI, p 31, Section 4.1.2; analytical results for septic tank discharge for November 1980 and January, March, and May 1981 appear to conflict with Table 9, please explain.
