CONVERSATION WITH MS. LAURA BROWN, A RESIDENT OF HARRISBURG Ms. Brown made the following commen,ts:

1. - She urged the Commissior; to consider the allegations concerning the competency of the management at Three Mile Island.

She had heard this would not be an issue and wondered how it was possible for the Commission not to consider the issue of management competency.

2.

Ths people in the area of TMI voted last year not to allow TMI Unit 1.to restart.

She asked the Commission to take this into consideration in deciding on restart.

3.

She said it was vital to have hearings on the repairs of the steam generator tubes..They are vital to the safety of the plant.

It was a bad mistake not to allow a public hearing on this issue.

I told Ms. Brown I would transmit her views to Commissioner i

Gilinsky.

I'have asked that this memorandum be served on the parties of the TMI-I Restart proceeding.
