Alabama Power Company has reviewed IE Bulletin 83-03 and herewith provides an evaluation of plant design and an initial description of planned actions.
Joseph M. Farley Nuclear Plant - Units 1 and 2 are designed such that cooling water to the diesel generators is supplied by the normally operating Service Water System.
Therefore, only those portions of the Service Water System supplying cooling water directly to and from the diesel generators were considered for the purpose of this evaluation. Each unit design consists of three inlet check valves and two outlet check valves in a dual train arrangement.
The ten check valves (five in each unit) contained in the described systems are listed in.
The next Unit 2 refueling outage is currently scheduled to begin in September 1983.
During the outage, the Service Water System Train A will be drained and the three accessible check valves (6 inch and 8 inch inlets and 12 inch outlet) will be disassembled and inspected.
If any evidence of abnormal degradation as described in IEB 83-03 is found where repair or replacement of components or parts is required, the Train B system will be drained and the remaining two valves (6 inch inlet and 12 inch outlet) will be disassembled and inspected.
If these conditions are found in Unit 2, an inspection of the Unit 1 valves will be performed, as described above, at the fifth refueling outage scheduled to begin in March 1984 Alabama Power Company has reviewed the plant maintenance records which would describe a history of any known previous failures of these valves.
As a result of this review, no failures of the nature described in IEB 83-03 have occurred in either unit.

Furthermore' as-listed ~ in Attachment 1, the inlet valves are currently included in the Inservice Testing (IST) Program for each unit.
In conducting the positive flow. inservice test of the inlet valves, the respective outlet valves are also required to perform as designed to produce acceptable' inservice test results.
All inservice tests conducted to date, in accordance with the NRC approved IST Programs, have produced acceptable results and have not indicated any condition which would limit service water flow to the diesel generators.
Alabama Power Company has reviewed the similarity of the design of the subject Farley Nuclear Plant. valves compared to the valves identified in IEB 83-03.
The preliminary conclusion is that the Farley valves are superior in design and materials of construction such that the probability of finding problems at the Farley Nuclear Plant is low.
Final evaluation will be completed based on the Unit 2 refueling outage inspection results.
Following completion of inspections and evaluation of val ve condition, Alabama ~ Power Company will report the inspection results and future ' actions, if any, to the NRC as required by IEB 83-03 within 90 days. An evaluation of inspection results will be conducted to determine what changes, if any, will be made to the IST Programs.
