RESPONSE TO IE BULLETIN 83-03 The NRC, in IE Bulletin 83-03, " Check Valve Failures in Raw Water Cooling Systems of Diesel Generators," dated March 10, 1983, requested operating license holders to:
1.
Review and modify the In-Service Testing program to include check valves in the flow path of cooling water for the diesel generator from the intake to the discharge, 2.
Modify the In-Service Testing program to include verification procedures that confirm the integrity of the valve internals, 3.
Perform an initial valve integrity verification on check valves identified as in the cooling water flow path for the diesel generator.
4.
Report:
a) valves identified as in the cooling water flow path for the diesel generator, b) schedule of In-Service Testing program for identified valves, and c) history of any known previous failures of identified valves, and 5.
Report the results of completed initial valve integrity verification with a description of any failure modes.
Actions taken by Consumers Power Company to respond to these requests are as follows:
1.
The In-Service Inspection (ISI) program at Big Rock Point Plant was reviewed. One check valve was identified in the cooling water flow path for the diesel generator (VEP-301) which was not included in the ISI oc0683-0209a142 h j 3g

Big Rock Point Plant Response to IE Bulletin 83-03 June 9, 1983 program.
Based on the following discussion, the ISI program will not be modified to include VEP-301.
2.
As stated above, the ISI program will not.be modified.
Consumers Power Company believes IE Bulletin 83-03 is not applicable.
3.
Initial valve integrity test was done on VEP-301 on June 8, 1983. The valve was disassembled and inspected.
4.
One check valve (VEP-301) was identified in the cooling water flow path of the diesel generator. This two-inch diameter check valve acts to hold the prime for the self priming diesel generator pump. The check valve is a brass, vertical lift check valve, and it is not fabricated by the manufacturer identified in IE Bulletin 83-03.
The check valve has a history of no required maintenance.
5.
Upon disassembly, the vertical disc was found seated and holding water.
There were no failures or indications of failure. The valve stem, disc, spring, and disc nuts were in place and showed no signs of excessive wear or degradation.
Scheduling of an inservice inspection program is not applicable for VEP-301.
Conclusion Consumers Power Company has determined that IE Bulletin 83-03 is not applica-ble at Big Rock Point Plant for the following reasons:
a.
The check valve which is in the cooling water flow path for the diesel generator does not meet the description of check valves identified in-IE Bulletin 83-03.
The valve is smaller, is fabricated by a different manufacturer, and operates differently (VEP-301 is a lift check valve not a swing check valve.)
b.
The check valve has no histcry of failure.
