& GAS COMPANY - VIRGIL C. SUMMER NUCLEAR STATION,

UNIT 1 GENERAL A meeting was held on April 28, 1983, in Bethesda, Maryland for a discussion of the licensee's seismic confirmatory program. A list of meeting attendees is enclosed.
DISCUSSION The staff discussed its review to date of the licensee's seismic confirmatory pro-gram. From this, the staff has the following two comments:
1.
The licensee should document the actual distribution of spectral ratios and justify empirically the use of log-normal statistics.
Based on the actual distribution, the licensee should calculate foundation / free-field spectral ratios for percent 11es ranging from, at least, the 50th through the 90th, in IO-percentile steps, for the total site-to-site and shot-to-shot variability. Reduced envelope spectra corresponding to these percentiles should be cal-culated, using the results from the pad-shaking tests.
2.
Regarding the sensitivity of the results to assumptions about phase response, the licensee should calculate upper-bound reduced response spectra for computed foundation motions that have been processed with a spiking filter (e.g. Robinson,1978); the pro-cessed signals will have the same amplitude spectra but will be compressed in time as much as possible. Alternatively, the licensee should demonstrate some other upper bound, given that the pad-to-foundation transfer function may not represent a physically realizable filter.
