m,J P.O. BOX 618, NORTH COUNTRY ROAD + WADING RIVER, N.Y.11792 Dunt Dhl Number June 3, 1983 SNRC-899 Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, D.C.

20555 Offsite Evacuation Plan Shoreham Nuclear Power Station - Unit 1 Docket No'.

50-322

Dear Mr. Denton:

Per the request of Mr.

R.

Caruso of your staff, enclosed for the docket are six (6) copies of each of the following documents:

(1) the October 1982 "Shoreham. Nuclear Power Station Offsite Radiological Emergency Response Plan for Suffolk County," as amended, and (2)

Appendix A to that plan entitled " Radiological Emergency Evacuation Plan for the Shoreham Nuclear Power Station," as amended.

These documents have already been served on the Licensing Board and the parties to the operating license proceeding, as recited in the letter of February 1, 1983, from LILCO counsel Kathy E. B.

McCleskey to Administrative Judges Brenner, Carpenter, and Morris.

Also, the original version of Appendix A was Attachment 4 to LILCO letter SNRC-764.

The version of Appendix A that is submitted herewith (document no. 2 above) contains the changes to Appendix A that have been made since letter SNRC-764 and is thus fully up-to-date.

Likewise, the copies of the offsite plan that we are enclosing (document no. 1) are complete and current as of this date.

Also enclosed for the docket are six (6) copies each of LILCO's interim offsite emergency plans, which do not depend on Suffolk County's participation.

These documents are the following:

Shoreham Nuclear Power Station Local Offsite Radiological Emergency Response Plan (Rev. 0),

consisting of two volumes, one with white sheets, the other with pink, yellow, blue, and green sheets; (4)

A.three-volume set of procedures for the interim plans, two with white sheets and one with pink, yellow, blue, and green sheets; and (5)

An Addendum to Appendix A (the evacuation Plan) of the LILCO-County Plan.

The white sheets in the plan and procedures compose the core material describing how LILCO will provide resources to implement an emergency plan for the 10-mile emergency planning zone surrounding Shoreham.

The colored pages represent modules describing how different organi-zations (FEMA, the NRC, New York State, or LILCO) would make protective action decisions and inform the public of those decisions.

Thus, the white sheets plus the yellow sheets make up the LILCO-State plan and procedures; the white plus pink sheets make up the LILCO-FEMA plan and procedures, the white plus green sheets make up the LILCO-NRC plan and procedures; and the white plus blue sheets make up the LILCO " transition" plan and procedures.

Should you have any questions, please contact this office.

Very truly yours,
