This is in response to your letter dated March 28, 1983, in which you
- requested, pursuant to the Freedom of Information Act '(F0IA), a copy of Chairman Palladino's memorandum dated September 30, 1981 referenced in the Federal Register notice of proposed rulemaking on Environmental Qualification of ETectrical Equipment for Nuclear Power Plants, January 20, 1982 (47 FR 2876, 2877) be made available in the NRC PDR for inspection and copying.
In response to your request, a copy of the memorandum is being placed in the NRC Public Document Room,1717 H Street, N.W., Washington, DC 20555.

. PETITION FOR EXTENTION 'F DEADLINE FOR ENVIRONMENTAL QUALIFICATIDN OF CLASS lE ELECTRICAL EQUIPMENT (SECY-81-486)
As a result of the-Commission meeting I would -like to propose that the staff develop a rule to establish ~ criteria and schedules associated with environmental qualification of Class lE electrical equipment.
The rule should:
1.
pr. ovide criteria for continued operation pending final equipment qualification; 2.
establish a goal of final equipment qualification by the.second refueling outage after March 31, 1982; 3.
provide for extentions by the Director of'NRR based on criteria established in the rule; 4.
provide for a program. requiring early notification of significant equipment qualif.ication problems that may require extention requests; and-5.
require that all extentions for qualification after l
November 30, 1985 be considered and granted by the j
Commission.
I request that SECY track responses to this proposal.
