7. The Board erred in finding that the section captioned "What Radiation Is" contains inaccuracies that are inconsequential and adequately informs the public about the nature of radiation. (FF 10 - 11)

8. The Board erred in finding that the reading level was adequate and that the 10% of the population that could not understand this document would be informed in other ways. (FF 13 -

18)

9. The Board erred in allowing any inclusion into this hearing record of information concerning the "Special Needs Information Card" since it had been ruled out of the scope of this hearing.
