This is in res pons e to the Item of Violation cited in Inspect ion Report No. 50-412/83-04 and listed in Appendix A (Not ic e of Violation) attached to your letter to Mr. E. J. Woolever, dated April 8, 1983.

NRC VIOLATION (83-04-01) 10CFR50, Appendix B, Criterion V, states that act ivit ies af fect ing quality shall be prescribed by documented ins truct ions of a type appropriate to the circumstances and shall be ac cornplished in accordance with these instructions.

Chapter 17 of the PSAR, paragraph 17.1.1.4 B states that quality requirement s are es tab lished by the S tone & Webster Engineering l

Department fo r cons truct ion act ivities ard they are included in specifications for their implementation.

Specification 2BVS-920 s t ates that cons truct ion devices such as t empo rary suppo rt s may be used to suppo rt piping whenever piping ins t alla t ion is jeopardized unt il pe rmanent pipe suppo rt s are available.

Contrary to the ab ove, as of March 1,

1983, quality req uirement s for ins tallation of temporary piping support s were not included in S pecification 2BVS-920 or Field Cons truct ion Procedure 207, the procedure controlling support ins t alla t ion. As a result, the feed-water line 2FWS-016-11-4 was ins t alled in the main s teau area without pe rmanent or temporary supports at loca t ions designated on the drawing the reby possibly jeopardizing ins tal lation by placing concentrated dead weight loading on the containment pene trat ion.

RESPONSE

.An engineering analysis was completed for piping sys tem 2-CCP-018-031-3 which is presently welded to containment penetration No. X-5 and upheld by support PSR 742 further down the pipe. The point of highest stress and concern is the loading produced on the cont ain-ment penetration due to the weight of the pipe length attached to it.

The analysis of. the penetr at ion for the induced de ad load shows the resulting penetration stresses to be less than the design allowable stres ses.

Thus, the ab se nce of a temporary suppo rt in this span of piping does not produce stresses that viola te the piping design bases.

A similar engineering analysis is currently being cond uct ed to de t ennine the extent of stresses produced at cont ainment penetration No. X-76 due to feedwater line 2WS-016 4.

Beaver Valley Power Station Unit 2 (BVPS-2) will repo rt the results of this analysis and any corrective action (if required) by June 20, 1983.

To prevent future concerns about induced stres ses before permanent suppo rt s can be ins talled, BVPS-2 has issued requirement s and procedures addressing the use of temporary pipe support s.

2 BVS-920 Revision 7 was issued on March 29, 1983, and FCP-207 Change 8 was subsequently issued on April 28, 19 83.

These changes provide clear ins truct ions for providing tempo rary piping suppo rt s during c o n-a truct ion.

The mechanical contractor wilI have al1 rela ted training comple t ed and the procedure fully implemented by May 27, 1983.
