On April 11, 1983, the enclosed revised replacement pages to the Nuclear l

Accident Appendices to the Bay, Saginaw and Midland County Emergency Preparedness Plans were submitted by the State of Michigan, Department of l

State Police, Emergency Management Division to the FEMA Region V Assistance l

Committee (see attached letter). The purpose of the revisions was to respond to FEMA comments. These revised appendices are being submitted to the NRC by Consumers Power Company in order to fulfill the requirements of 10 CFR 50.47.

l Revisions to the State of Michigan Emergency Preparedness Plan which concern Midland-specific planning are currently in progress and should be submitted for FEMA review in June 1983.

Attached is the response to the Regional Assistance Committee's initial interim findings of state and local offsite preparedness for the Midland Nuclear Power Plant received December 14, 1982.

The Midland, Bay and Saginaw County Plans have been revised to reflect the Regional Assistance Committee's review comments.

Revised pages to each of these plans have been included for your continuing review. The Michigan Emergency Preparedness Plan revisions are forthcoming.

Assignment of Responsibility (Organizational Control)

A.2.a.

ALL COUNTIES. The emergency function and agency assignment table has been revised to include the additional suggested categories and to show primary responsibility assigned to only one agency, to avoid confusion. The table is intended to show assignment of specific " functions," therefore, the categories of social services, law enforcement, etc. have

-not been added since they are considered organizations in this chart. These very broad terms are already implicit in the categories listed. In addition, many normal day-to-day functions are not included on the chart, such as responsibility for fighting fires, since this is an obvious responsibility of the fire agencies. Also, bear.in mind that a similar agency and function chart appears in each county's Basic Plan, to summarize general functions and assignments applicable for all disaster occurrences. The notification function implies initial notification from the plant to offsite authorities.

This word has been added to clarify its meaning. The warning category deals with continuation of offsite notif,1 cation /

warning. Some functions do not have corresponding agencies that handle similar tasks on a day-to-day basis. Therefort.,

" work groups," or special organizations need to be created to accomplish these specialized functions. This is the reason that such categories as public information, shelter, etc. appear as both a function and an organization.

~The comment on USDA involvement is not applicable to local plans. As stated in Appendix 1, Direction and Control,Section IV.B.l.h., liaison with federal government agencies

- will be maintained through the state. All three county emergency preparedness coordinators have met with their local USDA boards and are aware of their existence.

ALL COUNTIES. Since Appendix 1 is a component of the Basic Plan and annexes, a' signature page is not necessary for Appendix 1.

The Emergency Operations Plan contains a signature page applicable for-the entire plan.

According to Act 390, Michigan's Emergency Preparedness Act, if the. disaster is beyond local capability or their resources are exhausted, they may petition the state for assistance. The l

state will evaluate this request and, if deemed necessary, provide or take action to secure the necessary resources. The state may request assistance through FEMA, its principle point of contact at the federal level.

ALL COUNTIES. The Department of State Police is working with the Department of Public Health in revising this list of organizations that can be relied upon to provide assistance. Since the state is the, local government's primary source of assistance, the list of these consultants will be deleted from local plans and appear only' in the Michigan' Emergency Preparedness Plan.

Notification Methods and Procedures E.6.

ALL COUNTIES. At the time of the plan writing, the prompt notification and warning system was not totally developed or installed. Information has been added to the plan with this current revision.

Emergency Communications F.1.d.

ALL COU TIES.. Based on current review of ' state, and federal policy on the use of federally issued civil defense instrumentation, the primary responsibility for radiological monitoring will rest with the state radiological monitoring teams with a secondary source of monitoring information supplied by the utility's monitoring teams.

County personnel will perform radiological detection functions at decontamination centers. The RADEF annexes, Appendix 1, have been revised in each local plan to reflect this alteration in policy.

Based on this change, this comment is not applicable.

ALL COUNTIES. According to evaluation criteria N.2.a., communications between state and local EOCs is required to be tested only annually, as stated in the plan. However, this communication is in reality tested more frequently since these links are with police agencies that maintain routine communication on a daily basis. The require-ment for testing monitoring team communication is inapplicable as described above.

BAY AND SAGINAW COUNTIES. Language has been added to the plan on timely activation of the EOCs.

ALL COUNTIES. In Michigan, the recommended plan format suggests that resource lists such as detailed in this comment be placed in a separate resource manual. This is done to reduce the bulk of plans, thereby making them workable and applicable to all agencies assigned emergency duties. Some inventories are included in the basic annexes that are applicable to all types of emergencies.

ALL COUNTIES. The plans have been revised to state that the On-scene State EOC is also the central point for the coordination of sample media.

ALL COUNTIES. This comment is not applicable based on the revised state policy described in planning standard F.1.d.

Protective Response J.10.a.

ALL COUNTIES. A map showing the evacuation routes for the entire EPZ has been added to each plan.

SAGINAW COUNTY. A map showing specific locations of reception /

decontamination centers and congregate care centers has been included.

ALL COUNTIES. Additional information on the prompt notification system has been added.

J.10.d.

BAY COUNTY. Additional information on monitoring and updating the list of impaired persons has been added to the Social Services Annex, Appendix 1.

The Director of Nursing and the Social Services Director maintain lists through normal caseload or operational duties. Their lists are of a specialized nature and they are assigned to provide for the special care needs of these individuals. There is no need for the Emergency Services Director to be provided with these lists.

ALL' COUNTIES. The county plans are correct. The Michigan Emergency Preparedness Plan will be updated to include this revised criteria for issuing radioprotective drugs.

ALL COUNTIES. Access control points that will be staffed were identified as a result of several meetings involving law enforcement agencies from all three counties. Major roads were designated as those most necessary to have personnel present at the control point. As stated in the plans, other secondary roads will be barricaded and periodically checked.

Points may be relocated depending upon the actual area affected.

Radiological Exposure Control K.3.b.

ALL COUNTIES. Appropriate language on the reading of dosimeters has been added to county plans as suggested.

L.

Medical and Public Health Support 1-L.1.

SAGINAW COUNTY. Hospitals and ambulance services which have the capability to care for contaminated persons have been identified in the Sagiaw County Plan.

L.4.

BAY COUNTY. The plan identifies Bay Medical Center as the hospital and combined ambulance service with arrangements made for transporting and caring for injured contaminated persons.

As state.d on Page J-1-5, this facility particpates in the annual training offered by Consumers Power Company.

SAGINAW COUNTY. Hospitals and ambulance services with which arrangements are made to care for contaminated persons have been identified in the plan. These facilities are invited to parti-cipate in the training offered by Consumers Power Company.

MIDLAND AND SAGINAW COUNTIES. Provision for conducting an annual medical emergency drill has been added to the plans.

ALL COUNTIES. Each agency assigned emergency tasks is responsible for developing standard operating procedures for the implementation of those tasks. In Michigan, the recommended plan format suggests that these SOPS be maintained individually by the department responsible for developing them and that they not be included in the plan. The primary SOPS are listed on the page as referenced for this planning standard.

For Bay County, the Bay County Central Dispatch Standard Operating Procedures have been added to the list as suggested.
