I.
Background
ENC has authorization to install two new lagoons and an aumenia stripping facility for treatment of liquid waste prior to release of such vastes to the sanitary sewer. Existing Lagoon No. I will be used as part of the new waste treatment operation. It is necessary to remove solids from this lagoon prior to use of the lagoon for the waste treatment process. Solids will also accumulate in the lagoons from other sources such as drifting sand and must be removed periodically.
In the subject application. ENC requests authorization to construct and operate a leaching basin to recover uranium from solids removed from lagoons prior to disposal of such solids.

Construction l
The Solids Basin will be constructed within the fenced area of the west side of Lagoon No. 2.
Design of the lagoon will follow existing practice for lagoons at ENC, viz., two hypalon liners separated by a 4-inch layer of sand.
A leak detection system will also be installed in the sand layer between the hypalon liners. To protect the upper hypalon liner from chemical and mechanical l
attack, a third liner of material such as PVC, will be installed on top of the -
second hypalon liner.
Operation Solids will be transferred to the Solids Basin using a transfer system similar to a swimming pool cleaning system. A system will also be added to transfer and circulate wash water and leach solutions. This will allow liquid transfers between lagoons and the U02 building.
After the solids are washed with water to eliminate lagoon chemicals, dilute 1
reagents such as nitric acid will be used to leach the uranium. The uranium will be recovered in the UO2 building. Spent solutions will be released to the sewer. Solids will be removed and packaged for disposal.

Radiological Safety The radioactive materials will be in dilute solution in the lagoon or the UO2 building. The existing radiation protection plan for the lagoon area and the U02 building should assure protection of the workers.
Environmental Safety The operation should reduce the inventory of radioactive and chemical material in the lagoons, and hence, reduce the potential for environmental pollution. The new basin will be located inside the plant fence. Construction and operation should provide minimal impact on environmental safety. It is expected that, with recovery of the uranium, licensed burial requirements for i
solids will be reduced.
Criticality Safety Solids will be sampled and analyzed for uranium content prior to transfer to the Solids Basin. The urantism content will be restricted so that the leachate does not exceed 50g U/ liter. This is significantly less than the critical concentration for UT3). solution. Criticality safety is assweed by a safety factor of about 10 for concentration control.
III. Conclusion /Recosumendation The staff concludes that construction and operation of the Solids Basin for processing lagoon solids will have no adverse effect on the public health and safety or on the environment. Approval of the application 1
amendment is recommended.
