Dear Mr. Denton:

In the Matter of the

)

Docket Nos. 50-259 Tennessee Valley Authority )

50-260 50-296 In accordance with the provisions of 10 CFR Parts 50.59 and 50.90, we are enclosing 40 copies of a requested amendment to licenses DPR-33, DPR-52, and DPR-68 to change the technical specifications of Browns Ferry Nuclear Plant units 1, 2, and 3 (cnolosure 1).

The enclosed specifications propose a change in the minimum depth of water required over single irradiated fuel assemblies during handling. Additional information regarding jcstification is enclosed (enclosure 2).

Approval of these specifications is requested by September 8, 1983 The enclosed specifications are administrative in nature and accordingly they are being submitted as a supplement to a pending request for technical specification change also administrative. TVA BFNP TS 176 was submitted September 14, 1982 with Supplements 1, 2, 3, 4, and 5 submitted November 5, 1982, December 17, 1982, February 1,1983, April 7,1983, and April 28, 1983, respectively.

Inclusion of this additional change with an existing request avoids TVA having another request pending on the Browns Ferry docket and we believe is the best method for submittal.

This requested amendment has been evaluated pursuant to 10 CFR Part 50.92 and no significant hazards considerations are involved (enclosure 3).

. Mr. Harold R. Denton June 3, 1983 In accordance with the requirements of 10 CFR 170.22, Class II and Class I fees totaling $2,000 were forwarded with license amendment request TVA BFNP TS 176. Because the proposed specification revisions are only a minor addition to TS 176, we do not believe additional review fees are appropriate. Therefore, no fees will be forwarded.
