The previous fuel load date estimate transmitted to you by letter dated September 24, 1982 was made prior to the issuance by the Nuclear Regulatory Commission of the Order to Show Cause and Order Immediately Suspending Construction (CLI-82-33) on November 12, 1982.
Under the requirements of that Order, it is clear that fuel loading in the third quarter 1983 cannot be met.
In April,! Region III approved Torrey Pines Technology as the independentinanagement reviewer for the project.
Its report is expe'cted to be submitted to the Company and Region III for review in July.
Upon Region III's approval of the Licensee's recommended course,of action and its schedule for n
implementation of these 'recoinmendations, the updated comprehensive plan to verify the quality'offconstruction, the comprehensive l
plan for the continuation of c,onstruction, and the completion of I
the remainder of the requirements of the Order, resumption of safety-related construction can begin.
Your staff has requested that we furnish a revised fuel load date.
Until such time as the requirements of the Order are met and safety related construction can resume, it is not 1

However, for purposes of scheduling NRC Staff licensing activities, we are estimating a fuel load date in the fourth quarter 1984.
