In response to your letter of February 15, 1983 concerning an I & E inspection of our facilities conducted January 25-28, 1983, and pursuant to the provisions of Section 2.201 of the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations, Westinghouse comments are transmitted herewith as Appendix A.
This appendix should be withheld from public disclosure in accordance with Section 2.790(d) of the NRC's
" Rules of Practice", Part 2, Title 10, Code of Federal Regulations.

APPENDIX A WESTINGFOUSE RESFONSE TO NRC NOT'CE OF VIOLATION In regard to Section 1.2.5 of our Fundamental Nuclear Material Control Plan which specifies that the Measurement Control Coordinator shall review and approve procedures and revisions to procedures for SbN Accountability measurement, the following comments are provided:
1.
The violation is correct as stated in your notice of violation.
2.
The established system for procedural approval requires the Measurement Control Coordinator to review and approve all procedures j
concerning accountability measurements.
The referenced procedure was developed and approved before the establishment of the present system and was overlooked during the review of prior procedures.
3.
Operating procedure No. 1002 entitled, " Receipt of UF ", has been 6
added to the Measurement Procedural Manual. The Measurement Control Coordinator will sign all revisions to the procedure as required.
4.
An established system was initiated in July 1982, which requires all departments to forward new and revised procedures for Accountability measurements to the Measurements Control Coordinator for review and approval.
An additional review has been initiated to proceed with identification of any other procedures which require Accountability measurements. This review will be completed by April 1,1983.
5.
Full compliance will be achieved by April 1,1983.
