Routine Unannounced Physical Protection Inspection on May 3-6, 1983 (Report No. 70-371/83-06)
Areas Inspected:
Security Organization (Personnel, Response); Security Program Audit; Testing and Maintenance; Locks, Keys and Combinations; Physical Barriers (Protected and Material Access Areas); and Security System Power Supply. The inspection involved 54 hours6.25e-4 days <br />0.015 hours <br />8.928571e-5 weeks <br />2.0547e-5 months <br /> onsite by two NRC region-based inspectors; two inspector hours were accomplished during non-regular hours.
Results: The licensee was in~ compliance with NRC requirements in the areas examined during the inspection.

30703 - Exit Interview The inspectors met with licensee representatives (denoted in paragraph 1) on May 6, 1983, and summarized the scope and findings of the inspection.

92713 - Independent Inspection Effort No violations were identified. The inspection results were attained through observations of plant operations and controls. The inspectors observed licensee personnel's adherence to procedures for material control and accounting, physical protection, nuclear safety (SNM handling and storage), and health physics (exiting contaminated areas).

81226 - Security Organization (Personnel)
No violations were noted. The licensee's security organization conformed with the Security Plan and regulatory requirements.
Personnel were adequately trained and qualified, and demonstrated their ability to carry out assigned duties and responsibilities.

No violations were noted. The licensee's planned responses to contin-gencies conformed with Security Plan requirements.
Liaison with local law enforcement authorities (LLEA) had been established and maintained.

The licensee audited the security program to t
assure its continued effectiveness. The recommendations of the audit were implemented.

81242 - Testing and Maintenance No violations were noted. The licensee's program for testing and mainten-ance of physical protection related equipment conformed with Security Plan
2 requirements. Testing and maintenance records were reviewed and found acceptable.

81246 - Locks, Keys, and Combinations No violations were noted.
Security locks, combinations, keys, and card keys were controlled and protected in conformance with Security Plan requi rements.

No violations were noted. The licensee maintained the physical barriers surrounding the protected area in accordance with the Security Plan. The barriers were adequate and appropriate for the intended function.

The licensee maintained the physical barriers surrounding the material access area in conformance with the Security Plan. The barriers were adequate and appropriate for the intended function.
