SCHEDULES AFFECTING REPAIR OF THE THI-1 STEAM GENERATORS RELATED TO THE SIGNIFICANT HAZARDS DETERMINATION r
y At the April 15, 1983 briefing to the Commission, the staff stated that its k
safety evaluation report and preliminary significant hazards detemination g
regarding the licensee's request for a license amendment to pemit operation of the THI-1 steam generators was expected to be issued in May 1983. This schedule was based on the status of the staff review effort since the licensee submitted its February 2,1983 license amendment request.

At the briefing, the Commission requested information on differing dates for a decision on the license amendment request depending on the staff's significant hazards determination (SHD).
F The staff is handling the licensee's amendment request in accordance with "Sholly" requirements and plans to issue its preliminary SHD in May 1983.
If the preliminary determination is that no significant hazards consideration is involved, that determination will be noticed for public comment and the Comonwealth of Pennsylvania will be consulted.
If a hearing is requested, the staff will prepare a final SHD.
If it is finally determined that no significant hazards consideration is involved, the new authority provided in the "Sholly" regulations would pemit the Commission to issue and make E
immediately effective the license amendment regarding the repaired steam generators. The earliest the amendment could be issued in these circumstances r
would be late June or early July 1983.
However, if the staff makes a determination that a significant hazards con-sideration is involved, a notice of opportunity for hearing will be issued in May 1983.
If there is a request for a hearing in response to the notice.
the hearing would have to be held before the license amendment could be issued.
Under the circumstances involving a hearing, there would be at least a six to Z-eight month pericd after July 1983 before the Comission could consider issuing the license amendment.
