SUBJECT:
STUDY ON SIGNIFICANT HAZARDS This is in response to Chaiman Palladino's nenorandun of April 14, 1983 on the above subject. This nenorandun requested infomation on the staff's plans for conpleting the study on potential significant hazards of spent fuel pool reracking anendnents (per the Connission's recent rulenaking decision on " Standards for Detemining Whether License Anendnents Involve Ho Significant Hazards Considerations").
In this rulenaking decision the Connission directed the staff to prepare, by August 1,1983, a report which:
(1) reviews tha agency's experience to date with respect to spent fuel pool expansion r'.tiews; and (2) provides a technical judgenent on the basis on which a spent fuel pool expansion anendnent may or nay not pose a significant hazards consideration. We were also requested to indicate who would be doing the work, the study approach and the schedules that nust be net to get the final product to the Connission by August 1, 1983.
With the assistance of a contractor, the staff plans to conduct a study and provide a report that will furnish the infomation on which the Connission can base a policy decision on whether or not reracking of spent fuel pools poses a significant hazards consideration.
The NRR staff will conduct that part of the study that will discuss our previous practices on rerackinq applications, the evaluations we have perfomed, what we assess in our reviews, the conclusions we have drawn, the general contentions in hearing requests and the testinony presented to Congressional Connittees on this subject.
In addition, the staff will cereview the relative inportance of potential changes in safety nargins, environnental inpacts and the probability and consequences of postulated y

The Commissioners 'The contractor and the staff are scheduled to complete their studies by June 13, 1983. A draft report is scheduled to be available for review within MRR by July 5,1983. This presents a tight schedule, but we expect to have a final report to the Connission by August 1, 1983.
