Dear Mr. Whittington:

This letter represents a noncompliance report as required by Part II, Paragraph A.2 of the above-referenced Permit.

On April 13, 1983, routine analysis of a sample from outfall 003, the oily water separator, revealed an average oil and grease concentration of 25 mg/l and a pollutant load of 27.9 lbs per day. The permit limits for oil and grease (pa-rameter) are 15 mg/1, 25 lbs/ day, and 20 mg/1, 33 lbs/ day, daily average and daily maximum, respectively. All other parameters were within permit limits.

Investigation of this violation has revealed the cause to be related to a bear-ing failure on the Unit One turbine at this station. Oil escaped from this bearing into the turbine building sump where it drained into the oily water separator. Upon detection of this exceedence, the wastewater was rerouted to the emergency wastewater holding pond. At the same time, the unit was shut down for repair of the turbine bearing. Later, monitoring revealed that this outfall was back within permit limits by 9:00 p.m. on April 13, 1983.

It should be noted that considerable effort was expended to prevent the bearing lubrication oil from entering the floor drains by erecting barriers to retain the oil. The relative success of the effort can be measured by considering the total available amount of oil that could have entered the drains and the con-centration detected at the outfall. When the bearing failed, approximately 200 gallons of oil were released; as previously indicated, only 25 mg/l was detected at the outfall. Retained oil was collected and disposed by way of our waste oil tank.
