Dear Sir:

Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License", together with forty (40) copies of Attachments I and II thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.

Table 3.7-1 (Process Pipeline Penetrating Primary Containment) on page 198 of Appendix A includes two Reactor Water Sample lines (penetration X-41) which show isolation signals B, C, D, E and P associated with them.

During normal operation, it was determined that the Reactor Water Sample Isolation Valves associated with penetration X-41 did not isolate on all signals required by Table 3.7-1.

The table was found to be in error in that a design change made during initial construction was not reflected in the Technical Specifications.

During construction of the plant, the isolation signals provided to these valves were properly reviewed and changed.

The FSAR was not updated to reflect this change and therefore Table 3.7-1 was not updated.

Immediate corrective action was to voluntarily keep these valves closed.

This proposed amendment revises Table 3.7-1 of Appendix A to the Operating License to agree with actual plant conditions.

Usually, these valves are not required to obtain the daily reactor water sample.

During this past week, the normally used sample valves became unusable.

Therefore, the Authority finds is necessary to change the commitment made in Reference 1 to keep these valves closed.

Effective immediately, we will be using these valves on a daily basis.

In accordance with the requirements of 10CFR50.91, a copy of this application is being provided to the designated New York State official.

The Authority has classified this application for Amendment to the Operating License as Class II, as it is administrative in nature.

A check in the amount of $1,200 will be submitted under separate cover as the filing fee per 10 CFR Section 170.22, which the Authority pays under protest pending a final determination of the legality of the fee schedule.
