Dear Mr. Crow:
Condition No. 20 of License No. SNM-1227 requires the Exxon Nuclear stack gas fluoride monitoring system to be submitted to the State by December 15, 1981 for approval and to have the State-approved system operational within 60 days of approval.
A request for approval of the Exxon Nuclear monitoring method for fluoride in stack gases was submitted to the State on October 26, 1981 (Snclosure 1).
Several telephone conversations were held with Department of Ecology (DOE) personnel on this subject. The result of these communications was the conduct of a series of sample tests primarily to determine if there was a fluoride loss in the sample line prior to the fluoride collector sample. The sample line loss was determined to be less than 1% of the total stack emission. The results of the test were forwarded to the Department of Ecology (Enclosure 2).
The Department of Ecology subsequently approved the Exxon Nuclear method (Enclosure 3).
Since sample line loss was less than 1% of total stack emission, deter-mination of line loss as a part of the standard sainpling procedure is not required.
It should also be noted that the State has approved modifications to the Exxon Nuclear fluoride monitoring frequency.
This subject will be addressed separately as a request for amendment to our license.
