The U.S. Nuclear Regulatory Comission (the Comission) has issued Amendment t
No 16 to Facility Operating License No. NPF-12, issued.to South Carolina Electric
& Gas Company and South Carolina Public Service Authority (the licensees) for the 1
Virgil C. Summer Nuclear Station, Unit No.1 (the facility) located in Fairfield
. County, South Carolina. The amendment changes a license condition and the related Technical Specifications to permit operation of the modified Model D-3 steam generator.

The license amendment is effective as of its date of issuance.
The application for the amendment complies'with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's regu-i lations. The Commission has made appropriate findings as required by the Act and i
the Comission's regulations in 10 CFR Chapter I, which are set forth in the license amendnent. Prior public notice of this amendment was.not required since the amend-ment does not involve a significant hazards consideration.
The Commission has determined that the issuance of this amendment will not result in any significant envirorrnental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environ-i mental impact appraisal need not be prepared in connection with issuance of this 4
. amendment.
