Report of Potential 10CFR50.55(e) Item on Residual Heat Removal (RHR) Heat Exchanger Flow Deficiency (#93)
Dear Mr. Keppler:
On April 6, 1983, Detroit Edison's Mr. D. Ferencz, Acting Supervisor -
Construction Quality Assurance, telephoned Mr. H.M. Wescott of NRC Region III to report on a potential problan with RHR heat exchanger flow defi-ciencies at the Fermi 2 site.
An error in calculation may have been made by General Electric resulting in a flow deficiency. The design flow should be ten thousand (10,000) GPM, but was actually calculated to be seven thousand seven hundred (7,700) GPM.
General Electric has performed an evaluation of the flow deficiency of the North and South heat exchangers. General Electric recalculated the flow, and concluded that to achieve the required design flow of ten thousand (10,000) GPM, the lower baffle plates of the heat exchangers required modification and rework.
Under the direction of General Electric, Wismer and Becker performed a mock up of the modification and rework of the baffle plates to assure that the work could be safely performed without damage to the heat exchangers.
General Electric was satisfied with the work performed during the neck up, and the contractor proceeded with the nodification and rework.
The contractor has completed the modification work on the baffle plates, and is re-installing piping for the systan. Evaluation of the design flow will be conducted after testing of these systans is completed.
