" Inadequate Review of CIWAs for Reportability" Second Interim Report

Dear Mr. Collins:

SCD 71 as reported to the NRC on February 11, 1983, described a failure to properly review Condition Identification and Work Authorization (CIWA) forms for reportability. To correct this condition, the Quality Assurance (QA) group has been assigned the responsibility of performing an initial screening of CIWAs (ongoing and historical) and forwarding those which could be reportable to the Onsite Licensing section for the final report-ability determination.

It has been determined that approximately 9550 historical CIWAs will require screening by QA. Thus far, 6221 have been screened and 90 have been trans-mitted to Onsite Licensing for the reportability determination. Of the 90 historical CIWAs reviewed by Onsite Licensing, 81 were determined to be not reportable, 5 were previously reported as SCDs, and 4 are still being eval-uated.

Approximately 150 ongoing CIWAs are being screened by QA daily. To date, 4813 ongoing CIWAs have been screened and 115 have been transmitted to Onsite Licensing for the reportability determination. Of the 115 ongoing CIWAs reviewed by Onsite Licensing, 107 were determined to be not reportable, 2 were reportable as SCDs (72, & 77), I as a PRD (115), and 5 are still under evaluation.

CIWAs which are being generated daily are being screened and reviewed in

accordance_with approved procedures. Per discussion with C. Oberg of your staff, historical CIWAs which are determined to be reportable will require i a thirty day written report.but will not require the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> notification.

At present, it is estimated that the review of historical CIWAs will be completed by late July. ~A final report will therefore be submitted by August j 15, 1983.
