1.0 Intreductie9 TVA requested construction permit extensions for the Yellow Creek Nuclear Plant on January 21, 1983.

In response to A. Schwencer's letter dated February 17, 1983, IVA provided additional information on February 24, 1983 regarding our cause for deferral and need for extensions. The following pages describe the details of our deferral plans for the Yellow Creek Nuclear Plant. IVA will make the appropriate submittals (i.e., SAR, ER amendments) addressing generic issues, plant status, completion schedules, and other information necessary if a decision is made to resume construction activities.

Several activities associated with the Yellow Creek Nuclear Plant are conducted under the permits issued by other regulatory agencies. Examples of permits within this category include: NPDES permits issued by the Environmental Protection Agency, Section 404 permits issued by the Corps of Engine er s, air quality permits issued by the State, and permits issued by the Federal Aviation Administration. IVA is in the process of discussing with these regulatory agencies the need to retain, modify, and/or renew those aspects of the permits which relate to these deferred nuclear units.

Thus, descriptions of these activities are not addressed herein.

2.0 Site Activities Durina the Deferral Period 2.1 Permanent Plant Features and Structures During the period of deferral ~at Yellow Creek no progress is beis made s

towards completion of permanent plant structures or features. There is no preventative maintenance being perfonned on the main plant s t ructure s/ f ea ture s.

2.2 Temporary Construction Buildinas and Features IVA presently plans no additional temporary buildings or f eaturns.

Temporary structures may be transf erred to other f acilities or sold in accordance with TVA's investment recovery program.

2.3 Site Maintenance Site maintenance will be implemented in accordance with the conditions specified in the Construction Permit Section 3.E.1 (which ref ers to subsections 4.5.1.1, 4.5.1.2, 4.5.1.3 i tem s, 1, 2, 4-6, 4.5.1.5, 4.5.2.2 item 3, and 4.5.2.4 of the NRC Yellow Creek Nuclear Plant Final Environmental Statement).

The more significant activities associated with proper maintenance of the site include protection against soil erosion by various techniques such as r%_

z one s, and maintaining oo'otrolled draliage pathways. All water-related items on site will be handled in acccrdance with the requirements of the

site NPDES permit.

Noise and dust will be controlled so as to hat significantly affect adjacent offsite activities.

Should evidence of environmental damage;be' detected during the deferral period, IVA will do an analysis of the [robica and eliminate or significantly reduce the impacts., if necessary.

3.0 Environmental Monitoring and Mitimation Programs "1VA will continue to provido for periodic manageaient audits to determine the adequacy of implementation o'f environmental monitoring at Yellow Creek.

The waterfow1/ wetlands wildlif e program has been discontinued. Data will be analyzed and the results summarized.

4.0 Socioeconomic The deferrcl/ cancellation impact mitigation program will replace TYA's original socioeconomic monitoring and mitigation program. Activities under the construction mitigation program have been or are being phased out.

Should the decision be made to restart construction at Yellow Creek, TVA will evaluate the need for reestablishment of construction impact socioeconomic monitoring and mitigation programs.

Deferrel/ Cancellation _ Impact Mitimation--A def erral/ cancellation impact mitigation program was developed and is being haplamented as a single program for Hartsville, Phipps Bend, and Yellow Creek proj ects.

In August 1981 TVA authorized $150,000 at each proj ect f or Laplementation. The purpose of this program was to help off set the impacts of sudden unexpected unemployment in the areas around the def erred nuclear plants.

More recently, TVA approved an additional two-fold deferral / cancellation economic impact mitiga tion program. This program is designed to sthmulate rapid creation of new, pennanent private-sector job opportunities in the m e hee m em-s aem w

Under this program, a total of approximately $3 million for the three proj ect areas is available on a loan basis to local communities for strategic investment in industrial development projects. The se loans are to be provided interest free for up to three years with interest at TVA's long-term borrowing rate beyond this period. The program also

provides $250,000 for the three projects for a training / retraining element designed to supply the labor for new industry attracted to the area as a result of TVA's loan program efforts.

TVA is currently receiving and evaluating requests for participation in the loan program and will continue to do so until September 30, 1983.

At that time, a summary monitoring report for Yellow Creek will be prepared and submitted to the NRC.
