Dear Mr. Stoiber:
Attached piease find a letter from Nissho Iwai American Corporation re-questing an amendment to export license applications XSNM01778 and XSNM01779 to increase the quantity of HEU to be exported to Japan for use in the JMTR and JRR-2 Research Reactors.
Before taking action on these amendment requests, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed amendments meet the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Nonproliferation Act of 1978.
