REQUEST FOR ADDITIONAL INFORMATION ON WCAP-8720, ADDENDUM 3

In response to staff questions on Addendum 1 to WCAP-8720, it was shown (Ref.1) that the power histories used by Westinghouse to evaluate LOCA initial conditions give essentially the same values of peak fuel temper-ature as are obtained by continuous operation at the maximum pennitted power level (as required by Section I.A of 10 CFR 50 Appendix K).
Please demonstrate that this continues to be the case for the low fill gas pressure BWR design, where peak fuel tenperatures may no longer occur near beginning of life.

Addendum 3 to UCAP-8720 states that the Westinghouse BWR fuel will have the sane thermal, physical and mechanical properties as the current PWR fuel.
During a February 24,. 1983 meeting with the staff, however, Westinghouse stated that gadolinia will be incorporated in the BWR design.
Other BWR fuel suppliers have shown (Refs. 2-3) that the addition of gadolinia to urania alters both the material properties and the irradiation character-istics of the fuel.
Please describe how the PAD computer code will account for these effects and whether the manner in which the code is applied (e.g., Response 6 of Reference 1) will change with the addition of this burnable poison.
If the irradiation characteristics of the fuel are not expected to change with the addition of gadolinia, please supply the irradiation data on which this assumption is based.
