SUBJECT:

INTEGRATED PROGRAM PLAN FOR FUEL CYCLE AND MATERIAL SAFETY The following are the Division of Waste Management's current and projected activities in the Fuel Cycle Program Area.

Resource estimates and level of effort may changes after going thru this year's budget.

Volume Reduction - Although we know of no specific actions here, the states may develop specific proposals for volume reduction as a part of the compacting process.

Input to FC would be required in the waste form area.

On-Site Storage - We have reviewed several proposals in the past for on-site storage by specific licensees.

We expect this to continue and should involve about 0.2 SY/ year at the present level.

An increase in proposals for on-site storage can be anticipated since compacts won't have sites available and this effort could increase in FY85 and 86.

On-Site Disposal - We are assisting FC in the review of on-site disposal actions by licensees.

About 0.1 SY/ year will be required; however, this could increase FY85 and 86 if existing sites indicate they will exclude wastes on January 1, 1986.

Implementation of Part 61 - Through the end of FY84 we would expect to provide about 0.3 SY/ year of assistance in the FC area on implementation of Part 61.

One of the efforts will be dealing with disposal of wastes exceeding Class C limits.

During subsequent years about 0.2 SY/ year will be required to assist on Part 61 implementation and dealing with greater than Class C wastes.

UMTRAP - We have been assisting FC in the technical review of Canonsburg, PA.

A draft EIS has been issued and a final is expected in June.

In FY84 we will assist in the review of the remedial action plan (RAP).

About 0.05 SY will be used in FY83 and 0.1 SY in FY84.

414.8.2/MH/83/04/08/0 APR 151933 Neutron Source - We have provided technical input regarding a lost neutron source in Michigan.

This effort, of about.05 SY, will end in FY83.

West Valley, NY - We are providing technical assistance as requested on proposals to dispose of waste generated in the decommissioning of the West Valley Nuclear Fuel Services facilities.

About 0.5 SY/ year will be required.

West Valley Demonstration Project - The purpose of this task is to consult with 00E on the waste form for the liquid wastes that are to be solidified at West Valley.

A Waste Form Comparison Report was published in February 1983.

We will be determining if the waste form selected for the West Valley wastes will be acceptable under the requirements of 10 CFR Part 60.

About 0.4 SY/ year will be required for FY83 through 85.

Table S The purpose of this task is to update Table S-3 on matters related to waste disposal if it becomes necessary.

The Supreme Court is expected to render a decision on this matter in the fall of 1983.

At that time, the extent of activity by NRC and the Division of Waste Management can be estimated.

Clinch River Breeder Reactor (CRBR) - Construction Permit Application -

The purpose of this task is to prnvide technical support for assessing the environmental impacts of the waste management portion of the nuclear fuel cycle for the CRBR.

Future activities, including resource estimates, are dependent upon the course of events in the licensing process for CRBR.

These cannot be determined at this time.
