Dear Mr. Samp:
This is a partial response to your letter dated February 9,1983 in which you requested, pursuant to the Freedom of Information Act:
1.
Transcripts of Commission meetings wherein issuance of the November 12 order was discussed, including the Commission meetings on October 28, November 8, and November 12, 1982.
2.
Documents which set forth and support the NRC Staff's recommendation to the Commission regarding issuance of the November 12, 1982 order.
In accordance with _various conversations with Mrs. Pappas, of my staff, you agreed to an extension of time and to pay search charges.
You will be billed separately by our Division of Accounting for total charges on your request at a later date.
With regard to Item (2) of your request, the documents listed on Appendix A have already been made available for public inspection and copying at the NRC Public Document Room (PDR),1717 H Street, N.W.. Washington, DC 20555.
In addition, the documents identified on Appendix B are being placed in the NRC Public Document Room in response to this request.
The
' charge for reproducing records located in the PDR is five cents ($0.05) per page, as specified in 10 CFR 9,14(a).
Copies of these documents can be purchased by calling (634-3273) or by writing directly to the PDR.
Upon your agreement to pay the reproduction charges, the PDR will arrange for the records to be reproduced by Literature Research Company, a private reproduction contractor servicing the PDR.
You will be billed by Literature Research Company for the reproduction charges, plus tax and postage.
The reports issued by the National Board of Boiler and Pressure Vessel Inspectors for the period from March 1,1982 to September 30, 1982 listed in Appendix B, are considered by our Region to be Interim Reports 1, 2, 2 (Supplement 1), and 3.

Other documents which set forth the-support for the NRC staff's recommendation to the Commission regarding issuancelof the November 12,1982 order include several thousand nonconformance reports.
The majority of these reports were written-by the Henry J. Kaiser Company employees and since your firm represents Kaiser, you may wish to obtain these reports from Kaiser. The remainder of the nonconformance reports were written by CG&E employees and these reports can also be obtained through Kaiser.
The stop work orders issued by the licensee on October 12, 1982 and November 1,1982 were also considered.
These documents were reviewed by NRC inspectors while the documents were in the possession of the ~ licensee.
The NRC does not have copies of 182 stop work orders.
The review of additional documents subject to your request has not yet been completed. - As soon as this review is completed, we will advise you of our disclosure determination.
