Dear Board Members:
The purpose of this letter is to inform the parties and members of the Licensing Board that certain documents related to matters mentioned on page 24 of the NRC Staff's prefiled testimony on Issue #3 (Quality Assurance) have been, are being, or will be provided to Chairman Bloch as requested by him.
Chairman Bloch has'been provided a copy of a letter dated September 10, 1982 from C. E. Norelius of NRC Region III to the Applicants, with its enclosures. Those documents relate to the special Construction Assessment Team inspection that was performed by the NRC at Perry in July and August 1982.
Those documents are available in the Public Document Room (PDR). Copies of those documents were provided to Mr. Wilt, counsel for the lead intervenor on Issue #3, at the time they were issued. A copy of the "self-initiated" evaluation that was performed by the Applicants in accordance with guidelines of the Institute of Nuclear Power Operations (INP0) is being provided to all Licensing Board members and interested parties (except Applicants) as an enclosure with this letter, because that document is not yet available in the PDR.

.g The report of the quality assurance inspection at Perry that was initiated by the NRC in April 1983 has not issued. A copy will be provided to all Licensing Board members and interested parties after it becomes available.

Dear Mr. Keppl'e'r:
Attached is a report on a Self-Initiated Evaluation conducted for the Perry Nuclear Plant. A team of 16 engineering and construc-tion experts, mainly from outside the Perry Project, were used to conduct the evaluation. The evaluation was performed utilizing guidelines and criteria established under an INPO program for con-struction project evaluations. Our report is being submitted to demonstrate the extent of our evaluation, the resultant assessment of the project and our commitment to maintaining the highest stand-ards of quality in the Perry Project.
The Perry Project has benefitted from this evaluation. The results reaffirmed that our Project Management Organization is sound and has effective control.
Initial actions already taken in response to the evaluation have been beneficial. Planned corrective action in response to specific findings will further enhance the, project.
