May 5, 1983 MEMORANDUM (Citing Cases Referred to in Hearing)
While questioning the FEMA witnesses during the recent hearing session on the March 9, 1983, emergency preparedness exercise, I referred to certain recent and pending decisions on the need for commitments from bus drivers called for in emergency evacuation plans (Tr. 15119-20). The then pending Appeal Board Decision was issued May 2, 1983. For the information of the parties to this proceeding, I provide herewith citations to the referenced cases:
