The Baltimore Gas and Electric Company hereby requests an amendment to its Operating License Nos. DPR-53 & DPR-69 for Calvert Cliffs Unit Nos.1 & 2, respectively, with the submittal of the enclosed proposed changes to the Technical Specifications.
CHANGE NO.1 (BG&E FCR 83-46)
Remove existing page 3/4 7-63 and 64 of Unit Nos. I and 2 Technical Specifications and insert new, revised pages 3/4 7-63 and 64, Attachment I to this transmittal.
()O DISCUSSION AND JUSTIFICATION Sck! The proposed change is administrative only, and provides a wording clarification to the d surveillance requirements for sealed sources. The C-E Standard Technical Specifications n 0 0 in NUREG-0212, were revised in November 5,1980, to reflect this new wording. The
- y. 30 wording in the current Technical Specifications could lead to misinterpretation of Surveillance Requirement 4.7.9.1.2.c as requiring a test for sealed source leakage each time a reactor startup occurs. This is clearly not the intent, because these sources are located in the reactor vessel and would require removal of the reacter vessel head and the detectors for testing. With the revised wording, it is clear that this test is not required if the detectors have been previously subjected to core flux.
In addition, the change corrects an inadvertant deletion of the words "or installation in the core", making the wording consistent with the Standard Technical Specifications.

Remove existing page 3/4 7-31 of Unit 1 Technical Specifications and replace with attached marked up page 3/4 7-31, Attachment 2 to this transmittal.
DISCUSSION AND JUSTIFICATION This change deletes snubber 1-38-4 from the Unit 1 Technical Specifications. This snubber was deleted under an earlier modification which installed the RCS head vent and Pressurizer vent piping. Reclassification of the system upstream of and including the main solenoid valves as Seismic Class 1 allowed deletion of the snubber, since it was no longer required.
Since this change is being made to correct the Technical Specifications to reflect current system configuration, it will not result in any significant effect on any analyzed accident or postulated accident in the Updated Final Safety Analysis Report. Additionally, since the snubber is no longer needed or installed, no reduction in the bases for any Technical Specification would result from this change.

DISCUSSION AND 3USTIFICATION Effective June 1,1983 organizational changes will occur at Calvert Cliffs Nuclear Power Plant affecting Section 6.0 of the Technical Specifications in two areas, namely Figure 6.2.2 Organization Chart - Calvert Cliffs Nuclear Power Plant and the composition of the POSRC membership as noted in Section 6.5.1.2., page 6-6.
The position of Supervisor-Nuclear Fuel Management is to be eliminated. The Nuclear Fuel Management group will be divided into two parts,Incore Fuel Management and Fuel Cycle Management both of which report to the General Supervisor-Training and Technical Services. A new position of General Supervisor-Planning and Support will be formed with a Planning and Support staff reporting to him, which will encompass the present responsibilities of the Supervisor-Administrative Services. The job title of General Foreman and Assistant General Foreman-Mechanical will be changed to General Supervisor-Maintenance and Modifications and Assistant General Supervisor-Mechanical, respectively. The job title of Supervisor-Calvert Cliffs Security will be changed to Assistant General Supervisor-Nuclear Security. The new Figure 6.2.2 (Attachment 3) and page 6-6 (Attachment 4) reflects these organizational and title changes.
Since the position of Supervisor-Nuclear Fuel Management will be eliminated, the Principal Engineer of Incore Fuel Management will replace the Supervisor-Nuclear Fuel Management as a POSRC member. The new page 6-6 of the Technical Specifications (Attachment 4) reflects this change.
SAFETY COMMITTEE REVIEW These proposed changes to the Technical Specifications have been reviewed by our Plant Operations and Safety and Off-Site Safety Review Committees, and they have concluded that implementation of these changes will not result in an undue risk to the health and safety of the public.
