APPENDIX A NOTICE OF VIOLATION Cornell University Docket No. 50-157 Ward Laboratory of Nuclear Engineering License No. R-80 As a result of the inspection conducted o, March 21-23, 1983, and in accord-ance with the NRC Enforcement Policy (10 CFR 2, Appendix C), 47 FR 9987 (March 9, 1982), the following violation was identified:
Technical Specification 6.2, Review and Audit, states in Specification 6.2.b.8 that the Ward Laboratory Safety Committee responsibilities include audit of operations at a frequency not less than once a year.
Technical Specification 6.2.f states that the Committee shall meet a minimum of four times a year.
Contrary to the above, as of March 23, 1983, the Ward Laboratory Safety Committee had not completed annual audits of operations since June 16, 1980, and the Committee met only three times during 1982.
This is a Severity Level IV violation (Supplement I.D).
Pursuant to the provisions of 10 CFR 2.201, Cornell University is hereby required to submit to this office within thirty days of the date of the letter transmitting this Notice, a written statement or explanation in reply, i
including; (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further viola-tions; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
