Dear Mr. Denton:

Transmitted herewith are 61 copies of Revision 4 to the Wolf Creek Generating Station, Unit No. 1 (WCGS) Environmental Report - Operating License Stage (ER(OLS)). This information is hereby incorporated into the Wolf Creek Operating License Application.

ER (OLS) Chapters 1, 9,11 and a portion of Chapter 8 have been deleted based on:

1. Amendments to 10CFR Part 51 which indicate that "need for power" issues will not be considered in operating license proceedings for nuclear power plants; and
2. Amendments to 10CFR Part 2 and 10CFR Part 50 which eliminate the financial qualification review requirements.

Meteorology data in Chapters 2 and 6 were updated based on information previously submitted by References 1) and 2). Average meteorological relative concentration analysis and dose calculations in Chapter 5 have also been revised. Material transmitted by Reference 3) has been included in this revision,
