Dear Mr. Denton:
Enclosed for filing with the Commission are five (5) copies of Philadelphia Electric Company's response to the NRC Staff's comments on the Limerick Generating Station Physical Security Plan including five copies of the drawings referred to in the Response.
This document contains the Company's response to comments which were forwarded with Mr. A. Schwencer's letter dated October 26, 1982.
In accordance with Sections 2.790 and 73.21 of the Commission's regulations, it is hereby requested that the enclosed response be withheld from public disclosure.
An affidavit in support of this request is filed herewith.

COUNTY OF PHILADELPHIA V. S. Boyer, being first duly sworn, deposes and states as follows:
1.
He is Senior Vice President of Philadelphia Electric Company (hereinafter referred to as the "Ccmoany");
he is authorized to execute this Affidavit on behalf of the Company and he has read the Response to NRC Comments which contains the Company's response to the NRC Staff's comments on the Limerick Units 1 & 2 Security Plan which were transmitted with Mr. A. Schwencer's letter of October 26, 1982 and has reviewed the drawings referred to in the Company's response (hereinafter referred to collectively as "the Response"), and knows the contents thereof.

The Response which is sought to be withheld from public disclosure contains Safeguards Information and details relating to the physical security plans for Limerick Generating Station.

To the best of his knowledge, information and be-lief, the information set forth in the Response has been treated l

as confidential and proprietary information and has been with-held from public disclosure by the Company in accordance with

the Company's practice of treating all information dealing with Safeguards Information and the details of security plans and procedures and information which could be used to compromise the security and safety of its facilities as confidential and proprietary information.

The Response should be considered by the Nuclear Regulatory Commission as confidential and proprietary informa-tion and be withheld from public disclosure on the grounds that it contains Safeguards Information, it contains details relating to the physical security plans and procedures of a licensed facility, it contains detailed information which could be used to compromise the safety and security of the facility, such disclosure is not required in the public interest, and such disclosure would adversely affect the interests of the Company.
