SUBJECT:

WORKING SESSION WITH DAMES AND MOORE (D&M)

REGARDING TASK D OF CONTRACT N0. NRC_02_81-049, THIRD WORK RE0VIREMENT Dates:

Nov. 30 - Dec. 3, 1982 Locations:

NRC Willste and D&M Bethesda offices

Purpose:

According to the third work requirement issued under Optional Task D of contract No. NRC_02_81 049, Dames and Moor 9 '9&M) is to modify the existing EIS calculational methodology to enab' calculatica of impacts of disposal of particular waste stre

, less restrictive means. The purpose of the working session is to cutline the structure of the revised methodology and to determine the waste form and waste disposal properties which should be cor idered when calculating impacts.

Personnel:

0.I. Oztunali (DAM)

P.H. Lohaus (WMLL)

G.W. Roles (WMLL)

Sumnary:

The working session was the first one held for this work requirement. The working sessions that have been held in the past as part of other work requirements under the contract have proved essential for producing high quality technical products of maximum usefulness to NRC. Like previous working sessions, NRC and D&M personnel would typically work separately during morning hours ar then meet later in the afternoon. Quite often the daily sessions exteaded until well into the evenings. A sunmary of the structure of the calculational methodology is attached, along with other agreements made at the working session including an exanple scheme of treating and disposing of 4 hypothetical FC :

waste streams. Briefly, the treatment and disposal options can include treatment on-site, disposal on-site, and/or shipment off-site. A waste stream shipped off-site may be sent to either a toxic waste faci.lity (TWF) or a sanitary landfill facility (SLF), and several treatment options are also available. These include sorting, incineration, or slagging. The possibility of recycle of some of the waste is also tentatively included at this time. All or a portion of a particular waste stream may be trea;ed or disposed by a given method.

The revised code is being set up to require a great deal of user-supplaad input data in order to operate. This will mean that use of the code will be very flexible, and will allow determination of impacts on either a case-specific or generic basis. There are also considerably, fewer disposal and waste form options to consider than was the case for the draft and final EIS.

Waste form properties (other than radionuclide concentrations and waste volumes) which have an impact on the calculations are being mostly handled through a set of indices. These will include indicas to describe waste leachability, dispersability, accessibility, composition, degree of surface contamination, and type of packaging. There may also be an index to describe the degree to which the waste is concentrated wit!in a package (e.g., does it exist as a homogeneous mass or as one or a number of hot spots?)
