Your letter Cundated) to the NRC in Washingtc,n, D.C. expressing concerns about the security administratico at the Perry Nuclear Power Plant has been referred to this office. Efforts to reach you by telephone to dis-cuss these concerns have been unsuccessful.
1 This is to advise you that during the construction of nuclear power plants and prior to the receipt of reactor fuet on site, the NRC does not impose any security requirements and the licensee, in this case the Cleveland Electric Illuminating Company, is not required to make any coamitments regarding security.
We, therefore, have no basis for pursuing the matters contained in your tetter.
These matters may, however, be of interest to the Cleveland Electric Illumi-nating Cocoany, site contractors or local authorities.
