5 E F VERMONT October 18* 1978 AGENCY OF HUMAN SERVICES DEPARTMENT OF HE ALTH Thomas A. Ippolito, Chief Operating Reactors Branch #3 Division of Oparating Reactors U. S. Nuclear Regulatory Comission Washington, D. C. 205'55

Dear Mr. Ippolito:

8 the Vermont Yankee Nuclear Power Station (VYNPS), including certain changes I have reviewed Amendment No. 47 to Facility License No. DPR-28 for in the Technical Specifications and the Safety Evaluation performed by your office. May I request copies of References 5 and 7 which provide plant-specific data used in the transient and accident analysis.

While reviewing the Technical Specification changes I noticed the following exception:

"The operating limit MCPR for the 7x7 fuel shall be changed to 1.23.

Other changes in MCPR have been required upon evidence of high gas activity so that i

.the core wide safety limit will not be violated for the worst case fuel loading error. This is discussed in Seetion 2.3."

I notice that in See; ion 2.3 VYNPS has proposed to measure off-gas radioactivity levels at the steam jet air ejector and the installation of a new alarm on S.TAE activicy. Additionally, Vermont Yankee has augmented the core verification procedures during refueling by an independent verification by Yankee Atomic Electric Company personnel and the NRC Office of Inspection and Enforcement.

Considering the changes in operating procedures, limits and monitoring proposed above and reflecting on the operating experience of Vermont Yankee between January and September,1978, especially off-gas radioactivity levels at the steam jet air ejector, has the NRC concluded that there was a fuel loading error during a previous refueling at Vermont Yankee?

Sincerely, h

David
