NPF-4 REQUEST FOR ALTERNATIVE TO REQUIREMENTS OF ASME OM CODE RELIEF REQUEST P-9 RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION By letter dated November 18, 2019 (Serial No.19-445) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19329A285), Virginia Electric and Power Company (Dominion Energy Virginia) submitted an alternative, pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 50.55a(z)(2), to the requirements of the American Society of Mechanical Engineers (ASME) Operation and Maintenance of Nuclear Power Plants, Division 1, OM Code: Section 1ST (OM Code) associated with inservice testing (1ST) frequency of charging pump 1-CH-P-1A at the North Anna Power Station (NAPS) Unit 1. Relief Request P-9 provided the basis for the alternative request in the November 18, 2019 letter.

The NRC staff has reviewed Relief Request P-9 and determined that additional information is needed to complete their review. In an email from Ed Miller (NRC) to Diane Aitken (Dominion Energy) dated December 20, 2019, the NRC provided specific requests for additional information (RAls) to support their review of the submittal.

Attachments 1 through 3 provide the response to the NRC RAls.

Serial No.20-014 RR P-9: Response to RAI Page 1 of 1 Request for Alternative to Requirements of ASME OM Code Relief Request P-9 Response to Request for Additional Information By letter dated November 18, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19329A285), Virginia Electric and Power Company (Dominion Energy Virginia), requested U.S. Nuclear Regulatory Commission (NRC) approval of an alternative, pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 50.55a(z)(2), to the requirements of the American Society of Mechanical Engineers (ASME) Operation and Maintenance of Nuclear Power Plants, Division 1, OM Code:

Section 1ST (OM Code) associated with inservice testing (1ST) frequency of charging pump 1-CH-P-1A at the North Anna Power Station (NAPS) Unit 1.

During their review of this alternative request, the NRC determined that additional information was needed. The NRC request and Dominion Energy response is provided below.

NRC RAI In the submittal, Dominion Energy Virginia states that the Group A test provides a method to monitor pump vibration parameters comparable to that of the Comprehensive Pump Test (CPT), which is demonstrated using two vibration signature plots for the CPT and Group A test. The plots submitted in the licensee's letter are not sufficiently legible for the NRC staff to confirm the licensee's statements supporting the request.

To allow the NRC staff to independently verify the statements in the submittal, please resubmit the plots on the docket in a more legible manner such that the values and units of the axes are legible. Additionally, please ensure that the plots identify the frequencies at which vibration spikes occur.

DOMINION ENERGY RESPONSE In the November 18, 2019 letter referenced above, the two vibration plots at the bottom of page 5 of 8 comparing vibration signatures between the CPT and the Group A pump test for 1-CH-P-1A were not sufficiently legible.

The CPT and Group A vibration plots for 1-CH-P-1 A are included as Attachments 2 and 3, respectively, in a non-compressed state so that they are sufficiently legible. As indicated on these plots, the vibration spikes occur at similar frequencies for the CPT and the Group A pump test for 1-CH-P-1A.
