RESEARCH INFORMATION LETTER (RIL-2020-02) INTEGRATED HUMAN EVENT ANALYSIS SYSTEM FOR EVENT AND CONDITION ASSESSMENT (IDHEAS-ECA)
The Office of Nuclear Regulatory Research (RES) is providing this Regulatory Information Letter (RIL) report, Integrated Human Event Analysis System for Event and Condition Assessment (IDHEAS-ECA), to the Office of Nuclear Reactor Regulation (NRR). This report presents a human reliability analysis (HRA) method developed by RES staff to support NRCs risk-informed regulatory activities.
IDHEAS-ECA is an improved HRA method, capable of quantifying human error probabilities for applications beyond the scope of the currently used Standardized Plant Analysis Risk-Human Reliability Analysis (SPAR-H) method. IDHEAS-ECA is based on the NRCs new HRA methodology, the General Methodology of the Integrated Human Event Analysis System (IDHEAS-G). The RES staff also developed an IDHEAS-ECA software tool, which has been tested by NRC and industry analysts and allows users to calculate human error probabilities quickly and flexibly. This report and the associated software provide the necessary tools for the NRC staff to perform its risk oversight and licensing functions in areas including at-power, in-control room human actions, low-power shutdown operations, spent fuel storage and transportation, and implementation of FLEX activities and equipment. The public can obtain a copy of the IDHEAS-ECA software from Dr. James Y. Chang (james.chang@nrc.gov, 301-415-2374) from my staff.
The authors of the report are especially thankful for the support of Michelle Kichline, Matthew Humberstone, and Antonios Zoulis (NRR/DRA). They have worked with RES staff throughout the development of IDHEAS-ECA by identifying technical requirements, providing timely feedback to interim versions of the method and software, and providing valuable comments on early drafts of this report.

M. Franovich This RIL allows the NRC staff and HRA community to use the IDHEAS-ECA method and software. The RES staff will collect feedback and lessons learned from this use. RES will then revise the method and software and publish the updated IDHEAS-ECA as a NUREG.
