Dear Ms. Azarovitz:

UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 January 14, 2020 On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am responding to your email of November 5, 2019, to Commissioner Annie Caputo regarding the Pilgrim Nuclear Power Station exemption request from certain emergency planning requirements.

Some statements made in your message bear on matters pending before the Commission in the Pilgrim license transfer proceeding. It would be inappropriate for Commissioner Caputo to discuss this matter at this time. This is because the Commission must remain impartial during the pendency of the license transfer proceeding.

A copy of your email and this response will be served on the participants in the Pilgrim license transfer proceeding.

[External_Sender] Your latest decision Are you a mother? You should be ashamed, mother or not, but your latest decision is more shameful if you do have children. Obviously, you have not read or have you dismissed, the hundreds and hundreds (1,000's?) of letters, or emails or comments at NRC mtgs. We have tried to educate or illuminate, at times begged for the commission to do what is best for the PEOPLE, for all the children and grandchildren who live in the shadow of the one time level 4 failed Pilgrim Nuclear Power Station.

Have you truly tried to understand the concerns that we have, what Commissioner Baran is saying about the dangers at Pilgrim. What he failed to say, beyond the possibilities of earthquakes is that Plymouth has withstood at least 2 quakes I have experienced, as an adult, miles south of where they have occurred... in Plymouth, on the fault that lies beneath! Have you no conscience?
