RESULTS OF WEAK LINK ANALYSIS FOR SUPPLEMENT 3 HPCI VALVES GENERIC LETTdR 89-10 SUPPLEMENT 3 HOPE CREEK GENERATING STATION FMILITY OPERATING LICENSE NPF-57 DC KET NO. 50-354 on May 1, 1992, PSE&G responded to a February 19, 1992 request for additional information which requested that we re-evaluate the capability of the two Supplement 3 HPCI valves. In that response, we indicated that our re-evaluation of over-thrust considerations was limited to an assessment of the motor operator, and that, once we received the. weak-link and revised seismic analyses from the valve manufacturer, we would re-review the maximum measured thrust values and make available to the NRC the results of our re-review.

We have received the necessary information from the valve manufacturer and have re-reviewed our conclusions relative to over-thrust considerations based on the new information. Based on the comparison of the information received from the valve manufacturer with the most recent test data for the subject valves, our conclusion remains that the valves are not over-thrusted. Further details on the results of our re-review based on the weak link information is provided in the attachment to this letter.

We have received the manufacturer's weak-link and revised seismic analyses for 1 FUN-F002 and 1 FUN-F003 and have re-reviewed our conclusions relative to over-thrust considerations based on this new information. Our conclusion remains that neither of the supplement 3 HPCI valves is over-thrusted. This reaffirmation of our conclusion is supported by the information presented below.

NLR-N93002 Results.of Weak Link Analysis for HPCI Valves

'Ihe thrust numbers abrue have been conservatively corrected, whern applicable, to acccunt for torque corroction ard material properties issues raised by Liberty Technolcgy's recent Part 21 notification as well as possible diagnostic equipaent inaccuracies.

'Ihe maxirum opening thrust values of 31,500 lbs and 35,155 lbs for imW-F002 ard 1mW-F003, respectively, are less than the valve openirg thrust limit of 35,570 lbs prinidad by Anchor Darling. In addition, the maximum closing thrust values of 41,147 lbs ard 44,868 lbs for 1 FUN-F002 and imN-F003, respectively, are less than the valve closirg thrust' limit of 113,000 lbs provided by Anchor Darling. As a result, we conclude that no over-thrust concerns exist relative to imW-F002 (Jd imW-F003.
