SUMMARY

REPORT ON THE NRC REGION III OPERABILITY / DEGRADED EQUIPMENT CONFERENCE Attached is the summary report of the subject conference, which was held January 21-22, 1993, at the Ramada Hotel O' Hare in Rosemont, Illinois.

The conference was cosponsored by NRC Region III &nd the Midwest Nuclear Engineering Managers Forum.

The objective of the conference was to promote discussion and a better understanding between industry and the NRC staff regarding the guidance issued in Generic Letter 91-18, " Resolution of Degraded and Nonconforming Conditions and Operability

(

Determinations."

Approximately 180 representatives from the NRC, utilities, and other industry organizations and states participated in the conference.

NRC staff present included a cross section of Region and Office of Nuclear Reactor Regulation personnel involved in licensing, inspection, and oversight of operating reactors.

Likewise, licensee and industry representatives holding a variety of positions in operations, licensing, and engineering areas participated.

Speakers from the NRC and the industry introduced the discussion topics and set the tone for open discussion during the conference.

Participants were assigned to one of three breakout sessions to discuss making operability determinations.

The participants identified problems and concerns, and made proposed recommendations.

These were summarized and presented to all participants on the second day of the conference.

NRC will be considering the results of this and similar conferences held in other Regions to determine what changes may be necessary to Generic Letter 91-18.
