SUBJECT:
BEAVER VALLEY POWER STATION, UNITS NOS. 1 AND 2, TIMELINESS OF LICENSEE SUBMITTALS TO THE NRC The purpose of this letter is to request that, in your planning for applications to the Nuclear Regulatory Commission (NRC) for licensing actions, you allow more time for NRC processing of the applications.
l Recently, Duquesne Light Company (DLC) submitted license amendment application numbers 208 and 74, requesting completion of the NRC review and action in less than 3 months.
Other recent amendment applications requesting priority NRC review include numbers 193 and 58 (less than 4 months allotted for review process), numbers 200 and 67 (less tha, 4 months) and numbe. s 205 and 71 (4 1/2 months).
While we will do our best to accommodate your needs, more lead time is generally needed so that we can p'an and utilize our resources effectively.
We request that DLC submit its applications for licensing actions to the NRC on schedules that provide at least six months for us to process the application.
With regard to the specific amendment proposals 208 and 74, which relate to reduced reactor coolant flow rate, we will make every effort to complete our review so as not to delay plant restart from the planned outage now scheduled to begin in March, 1993. We have rescheduled work on other licensees' amendment applications to give higher priority to your request.
However, this is an action that can generally be avoided with proper planning.
