dated December 15, 1992, Baltimore Gas and Electric Company License Renewal and Maintenance Rule Initiatives Gentlemen:
The purpose of this letter is to confirm our proposed schedule to submit, for the Nuclear Regulatory Commission (NRC) review and approval, the methodology and procedures of our Integrated Plant Assessment (IPA). The IPA is required under the License Renewal rule. Additionally, we will submit selected results from the IPA. As described in Reference (a) and as discussed at the February 4,1993 meeting between BG&E and NRC on License Renewal Program Status and Process Oveniew, Baltimore Gas and Electric Company (BG&E) has expended over $12 million in development and execution of our Life Cycle Management (LCM) Program. Based on recent events in the licence renewal arena, we are concerned about how we would implement the License Renewal rule to meet the NRC's expectations. Prior to expending additional significant resources, BG&E must have confidence that our method of implementing the Rule and its associated guidance is acceptable to the NRC.
In order to gain the necessary understanding and confidence, we will submit the documents listed in Attachment (1) which also includes the submittal schedule. Baltimore Gas and Electric Company requests that the NRC review and approve them by issuing a Safety Evaluation Report (SER). If we decide to submit a complete license renewal application in the future, we will reference the SER as g
approval of the methodology. This method of documenting NRC approval of our understanding of the license renewal rule will give us the necessary confidence to continue pursuing our corporate goal to position Calvert Cliffs Units 1 and 2 to operate well up to, and possibly beyond, their current iicensed lives, including making preparations for decommissioning.
