Enclosed are three (3) applications for export licenses recently received by the Nuclear Regulatory Commission, for the export of bulk nuclear grade gra)hite for.use as electrodes in electrical discharge machining in the Netierlands, Canada and the United Kingdom. We have consulted with the

- applicant and have reached an agreement to combine these requests into one case (XMAT0346). Please note the proposed April 30. shipping date.

We wou'id appreciate'your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the-proposed export meets the applicable criteria in the Atomic Energy Act of 1954.
