Federal Emergency Management Agency (FEMA), through its undersigned counsel, respectfully requests leave to submit the attached opposition to the emergency motion of the intervenors.to reopen the record, for summary disposition as to the need for sheltering in certain circumstances, and.for license revocation.-
FDM has been a participant and an expert witness throughout the Seabrook proceedings, and believes that its views may be of assistance to the Licensing.
