PAPERS I

I In response to Commissioner Curtiss' November 2, 1989, memorandum, the Commission has approved the following actions i

r (1)

All SECY papers which do not involve:

i

- adjudicatory matterst

- enforcement or investigatory matters t

.. classified or proprietary informationt

- personal privacy matterst or

- particularly sensitive matters for which the l

originating office c Commission approves,pecifically requests, and the i

withholding will be released to the public 10 business days after the l

SRM documenting the final Commission action on the paper has been issued.*

When final Commission action involves publication of Federal Register Notices (e.g., publication i

of a proposed rule, ANPR etc.), release of the SECY paper will occur upon issuance,of the notice for publication in the Federal Register.

If the paper is an information paper, release vill occur 10 days after issuance of the information paper to the Commission.
