SUMMARY
OF NRC MEETING WITH NUMARC ON MARCH 16, 1990 On March 16, 1990, NRR management and staff met with NUMARC representatives to discuss:
(1) the status of NUMARC's Working Group on procurement actions, initiatives and plans, (2) NRC comments on a draft NUMARC White paper on critical characteristics, and (3) NUMARC comments on NRC's draft Bulletin on honconforming materials provided by Meredith Corporation. The list of attendees is provided in Enclosure 1.
NUMARC summarized the status of the Working Group's actions and initiatives (NUMARC letter to NRC, dated January 18, 1990, Enclosure 2). The Working Group's initiatives were also discussed at the recent March 7, 1990 NUMARC Board of Directors meeting. NUMARC has scheduled an industry meeting in the next few months to review the initiatives and their impact and to assure utility management understanding of the actions. TheinitIativeswillbe consolidated and brought to the NUMARC Board of Directors in June 1990 for consideration and full industry endorsement.
NRC and NUMARC staff discussed commercial grade dedication, critical charac-teristics, and applicability of Appendix B to dedication processes. NUMARC expressed comments that applicability of Appendix B does not begin until after the dedication process is complete. NRC staff noted that Appendix B is appli-cable to those special processes established, as part of dedication, which tre necessary to assure suitability of equipment to perform its intendtd safety function. NUMARC commented that they would consider NRC's comments on the White paper (NUMARC letter to NRC, dated January 30,1990,) Enclosure 3and NRC letter to NUMARC, dated February 27, 1990, Enclosure 4 and suggested that c
another meeting with NRC would be appropriate to develop a common understanding on this topic.
On March 6, 1990 NRC forwarded a draft Bulletin on nonconforming materials rovided by Meredith Corporation to NUMARC for their review and conwnent p(Enclosure 5).
NUMARC's comments are summarized in Enclosure 6.

identified in the draft Bulletin to ascertain if the utilities did procure Neredith materials, if the material has been independently tested, if the materials are nonconforming and the significance of any nonconformances, and to provide the results of the survey to NRC within the next few weets.
The NRC staff noted that while we pursue developnent of the Bulletin, this survey information would be helpful in solidifying the basis for NRC actions on this n.)tter.
