SUBJECT:

MEETING MINUTES:

GROUND-WATER COMPLIANCE STRATEGY AT THE 4 '

DURANGO SITE

.A meeting was held lin Albuquerque,'New Mexico, on March 14 1990, with Jacobs Engineering Group, DOE's technical assistance contractor, to discuss the~

ground-water compliance strategy at the Durango site.

Compliance with the

(

s

' ground water protection standards and potential travel of. water through the~

U

. pile will rely.on the construction of the cap.

The cap will utilize a clay max layer, which has a laboratory hydraulic conductivity'of 10E-9 cm/sec.- - Due to this,. steady-state conditions will be developed about this flux value.

The clay max. layer and its ability.to limit water movement through'the tailings 1

.is very dependent upon the quality control associated with its installation.

i Currently, there are several.open issues, which have been forwarded to 00E by

?.

,perviou's correspondence, associated with the utilization of this material that DOE will;need to resolve prior to receiving NRC concurrence in;the cover design.

l It was agreed that this flux represented a reasonable value to base movement of

[

moisture through the reclaimed tailings. The 10E-9 cc:/sec value will be utilized to determine the rate seepage could be delivered to the ground-water system.

The' ground-water flow path will then be modeled to determine water

.uality at.the point of compliance wells.
